Virginia Bikes, mopeds and motorcycles have a new option when stuck at a traffic signal that does not automatically sense their presence, such as a red light or a red left-turn signal. Riders must wait two cycles of the light or 120 seconds and then may treat the red signal as a stop sign and proceed with caution through the red signal, at great risk I might add...

§ 46.2-833. Traffic lights; penalty.
A. Signals by traffic lights shall be as follows:
Steady red indicates that moving traffic shall stop and remain stopped as long as the red signal is shown, except in the direction indicated by a lighted green arrow.
Green indicates the traffic shall move in the direction of the signal and remain in motion as long as the green signal is given, except that such traffic shall yield to other vehicles and pedestrians lawfully within the intersection.
Steady amber indicates that a change is about to be made in the direction of the moving of traffic. When the amber signal is shown, traffic which has not already entered the intersection, including the crosswalks, shall stop if it is not reasonably safe to continue, but traffic which has already entered the intersection shall continue to move until the intersection has been cleared. The amber signal is a warning that the steady red signal is imminent.
Flashing red indicates that traffic shall stop before entering an intersection.
Flashing amber indicates that traffic may proceed through the intersection or past such signal with reasonable care under the circumstances.

B. Notwithstanding any other provision of law, if a driver of a motorcycle or moped or a bicycle rider approaches an intersection that is controlled by a traffic light, the driver or rider may proceed through the intersection on a steady red light only if the driver or rider (i) comes to a full and complete stop at the intersection for 120 seconds, (ii) exercises due care as provided by law, (iii) otherwise treats the traffic control devices as a stop sign, and (iv) determines that it is safe to proceed.

C. If the traffic lights controlling an intersection are out of service because of a power failure or other event that prevents the giving of signals by the traffic lights, the drivers of vehicles approaching such an intersection shall proceed as though such intersection were controlled by a stop sign on all approaches. The provisions of this subsection shall not apply to: intersections controlled by portable stop signs, intersections with law-enforcement officers or other authorized persons directing traffic, or intersections controlled by traffic lights displaying flashing red or flashing amber lights as provided in subsection
A.
CD. The driver of any motor vehicle may be detained or arrested for a violation of this section if the detaining law-enforcement officer is in uniform, displays his badge of authority, and (i) has observed the violation or (ii) has received a message by radio or other wireless telecommunication device from another law-enforcement officer who observed the violation. In the case of a person being detained or arrested based on a radio message, the message shall be sent immediately after the violation is observed, and the observing officer shall furnish the license number or other positive identification of the vehicle to the detaining officer.
Violation of any provision of this section shall constitute a traffic infraction punishable by a fine of no more than $350.

VDOT has new funding opportunities for improving infrastructure and education pertaining to students who walk and bike to work.
Funding caps are $500.000 per project for infrastructure and $100,000 per non infrastructure projects and are open to private schools for the first time. There are no matching fund requirements.
Two type of projects exist, Infrastructure and Non infrastructure.

7. Consultant Services – including Planning and Evaluation and Associated Education and
Training
8. Costs to Employ Area-wide Program Manager: A position to direct the start-up of a SRTS
program for an entire city, county, or some other area-wide division (3 or more
participating schools) for the identified non-infrastructure elements in the School Travel
Plan and application. Funded program managers coordinate the efforts of numerous
stakeholders and volunteers, and manage the process for implementation at the local or
regional level. Requests for funding Program Managers will be evaluated on a case-bycase
basis; the position is time-limited and funding should not supplant existing funding
for staff who are already responsible for these types of activities.

In 2004, the Commonwealth Transportation Board adopted a policy to promote the provision of bicycle and pedestrian accommodations (Policy for Integrating Bicycle and Pedestrian Accommodations).

Significant hurdles stand in the way of increased use of alternate transportation modes. Current low-density land-development patterns discourage nonmotorized transportation by separating residential areas from workplaces, shopping and other attractions. Walking and bicycling are often perceived by the public as auxiliary activities rather than viable travel modes. Citizens repeatedly cite the lack of safe, convenient facilities to increased use of these modes.

Provision of save and accessible facilities as well as more compact land use would promote walking and bicycling as viable transportation modes. In many European countries, at least 25 percent of urban trips are by walking or cycling, and in a few countries (e.g., Denmark and The Netherlands), more than 40 percent of these trips are nonmotorized."

Paul B. MacCready, out of the box thinker, 81; RIP

Paul MacCready, invovator in human powered flight (pedal powered) has passed on at 81 years old. Not only was Paul involved on human power, but his Solar Challenger aircraft was the first to fly the english channel. He continued his energy efficient transportation work on many projects inlcuding design efforts on the EV1 electric car, produced and later destroyed by GM.

The world needs more thinkers like paul; I for one will miss him.

(I had the pleasure of carefully dusting off the Solar Challenger at the Science Museum of VIrginia, when it was on loan from the Smithsonian.)

When I converted a 1973 VW bug to electric drive in the early 1990's, I had done extensive reading on the early history of EVs (Electric Vehicles.) My bug had wimpy range primarily because of the shoestring budget I had to put it together. But an associate who worked at Virginia Power (now Dominion), had converted a Ford Escort and had a daily commute at highway speeds of 57 miles. In addition, the Ford Escort I had had converted for the Science Musuem of Virginia had a suitable range as well. I had driven the Museum's EV to Washington DC and back over a weekend, albeit having to charge along the way some. The trip to DC was about 15 years ago!

The technology exists to do wonderful things in this world....the only obstacles are our minds and the minds or our neighbors.

The TRAMPE in Norway is a burried cable device on the side of the road on a steep hill. Little wedge-shaped blocks ride on the cable. One places their foot against the block while straddling thier bike. The block pushes the foot and the person up the hill.

Bill would require helmets on riders of motorized scooters

The motorized skateboards that proliferate in neighborhoods on sunny afternoons can sound like bees gone berserk, while the battery-powered versions glide along silently like fish in water.

Either way, they pose real problems for police.

Officers say they're unclear about the legal status of the motorized toys: Are they legitimate vehicles subject to existing traffic laws, or simple playthings for children?

To clear up the legal uncertainties, the state Senate Transportation Committee on Thursday endorsed a bill sponsored by Sen. Robert Creigh Deeds, D-Charlottesville, that would require riders of such "toy" vehicles to wear helmets and be fined $25 if they do not.

The legislation defines a "toy" vehicle as "any motorized or propellant-driven device that has no manufacturer-issued vehicle identification number" designed to carry one or more people on "wheels, bearings, glides, blades, runners, or a cushion of air."

Last year, the assembly approved a new law that allowed localities to impose noise restrictions on motorized scooters, skateboards and mopeds, and it took a stab at defining an "electric power-assisted bicycle."

"There are a lot of vehicles that are used on our streets that are technically not vehicles," said Sgt. Michael Farruggio of the Charlottesville Police Department, which sought the legislation.

"They are, for all practical purposes, toys," he said.

"The reason they're dangerous is they have no safety standards that are required on other vehicles," he said. "They are often low to the ground, extremely quiet, and most of them have no lights."

Lt. Johnny Day, of the Chesapeake Police Department's traffic control division, noted that the city has "a real problem with kids on motorized scooters in Great Bridge."

"That's where we get the majority of our complaints, Great Bridge. I don't know why, but it's a definite safety issue," he said.

Farruggio said the vehicles "belong on private property, or on a farm, but not on the highway. What we're looking to do is make it clear so that we don't have a kid killed."

General Motors has announced plans for a new all-electric car the Volt at the North American International Auto Show this week. The car is capable of a 40 mile range after a 6 ohour charge. Electric cars in the 1970s were capable of similar ranges. After crushing most of the EV1 cars, GM is hoping to save face with yet another carrot to dangle in front of the enviro-heads.

Carbon emissions rising faster than ever

Far from slowing down, global carbon dioxide emissions are rising faster than before, said a gathering of scientists in Beijing on Friday.

Between 2000 and 2005, emissions grew four times faster than in the preceding 10 years, according to researchers at the Global Carbon Project, a consortium of international researchers. Global growth rates were 0.8% from 1990 to 1999. From 2000 to 2005, they reached 3.2%.

Code § 24.2-604(J): “The officers of election shall permit representatives of the news media to visit and film or photograph inside the polling place for a reasonable and limited period of time while the polls are open. However, the media (i) shall comply with the restrictions in subsections A and D of this section; (ii) shall not film or photograph any person who specifically asks the media representative at that time that he not be filmed or photographed; (iii) shall not film or photograph the voter or the ballot in such a way that divulges how any individual voter is voting; and (iv) shall not film or photograph the voter list or any other voter record or material at the precinct in such a way that it divulges the name or other information concerning any individual voter. Any interviews with voters, candidates or other persons, live broadcasts, or taping of reporters’ remarks, shall be conducted outside of the polling place and the prohibited area. The officers of election may require any person who is found by a majority of the officers present to be in violation of this subsection to leave the polling place and the prohibited area.”

Virginia’s election laws allows the media to access the polling place for reporting purposes. It is unclear from the law whether bloggers would qualify as “representatives of the news media”Taken literally, section (iii) would prevent a voter from taking a photograph of her or his own ballot, because doing so would “divulge[] how any individual voter is voting.” However, seeing as the apparent purpose of the law is to protect voter privacy, it seems unlikely that it would be applied to people who choose to reveal their own individual votes.Interviews and exit polls must be conducted outside of the polling place and the “prohibited area,” which under Va. Code § 24.2-604(A) is within “40 feet of any entrance of any polling place.”
